The Doctor was known as a "Renegade," because he didn't believe and was tired of their way of life. And so he and his grandaughter Susan (who was probably also curious what was out there) stole - "borrowed" a TARDIS and set off on their journeys. There have been other renegades - some who also had a TARDIS or other means of transport to leave Gallifrey, but some were not lucky enough or decided to stay behind on the planet. The Shaboogans were Timelords who also didn't want anything to do with the High Council and were either bannished or voluntary left and lived outside the Transduction Barriers away from the Citidel on Gallifrey. They lived in groups or tribes to survive, and some were even recruted by The Doctor's companion Leela to rebell against the Vardens and Sontarans when they invaded the planet. Another was Drax, who claimed to know The Doctor from way back from their time at the Acadamy together, and helped to find the last segment of the Key to Time. But others were bent on power and domination of other worlds or had their own agendas that involved destruction and chaos. Other renegades were...

But near the end of the Time War, almost all were powre-hungry and The Doctor considered them renegades as well.
