In episode 4 of 'Earthshock," some Cybermen were seen leaving the freighter by an airlock after they were thrown back in time some 65 millions years in the past. Could there have been an escape pod or shuttle that they tried to pilot after escaping - and got caught in the turbelance and crashed after the freighter exploded on Earth- and they had to survive on limited power and technology to cope until they were in a time that they knew were human tech. to revive themselves? Perhaps, they used what was available to make a Cybermat and other devices to preserve themelves. In the episode "Closing Time", The Doctor did say that the ship the Cybermen were in may have crashed and been burried for centuries until there was some sort of power source to feed off of. This may explain why those Cybermen wasn't able to get help from the Cybermen that were (and still are) in the sewers under London from the episodes, "The Invasion," and "Attack of the Cybermen", since those Cybermen are still sealed up in hidden tunnels and are still waiting for orders from a leader or another in charge.
